Soraya was introduced to the Shah of Iran, Mohammed Reza Pahlavi in 1948. The Shah had recently divorced his first wife, Princess Fawzia of Egypt. At the time, Soraya was studying in English in London, and they were soon engaged after the Shah presented her with a 22.37-carat diamond ring in 1950.

Brought up between Isfahan (Iran) and Europe, Soraya was a happy, carefree teenage girl when the sister of the Shah, Princess Shams met her in London and considered her "a rare pearl" just right for her brother. It was essential for the Shah to re-marry as his marriage to Fawzia produced only one daughter who could never inherit the Iranian throne.

Soraya was born in Isfahan on June 22nd, 1932 and Bijan was born 5 years later on 15th of October 1937 also in Isfahan. After the death of their grandfather, Esfandiar Khan (Sardar Asad) 1, Bibi Maryam (Soraya's grandmother) had sent Khalil to Berlin and her other son, Soltan Morad (later Montazem-Dolleh) to London to study.

Soraya was the elder child and only daughter of Khalil Esfandiary-Bakhtiary (1901-1983), [1] a Bakhtiari nobleman and Iranian ambassador to West Germany in the 1950s, and his Russian-born German wife Eva Karl (1906-1994). [2] She was born in the English Missionary Hospital in Isfahan on 22 June 1932.
